You might want to find an older 80 - 10m ham transceiver and just reduce the power to 5W. In that price range though it might be difficult. I would search (not necessarily buy) on EBay for the radio type you're seeking then click on "Completed" or "Sold" listings to see what the ...

I don't know which is best but I've used a W6LVP loop indoors and it worked well for me on shortwave. See my response in another post on this site. Good luck, hope you find what you need.

I've used a W6LVP loop in the past and was very pleased with the performance. Attached is a photo of it (from a few years ago) in the shack installed on a tripod with an RCA rotor. Definitely worldwide Volmet stations. They give me an idea of band conditions at a particular time of day.
