sometimes you have to get your own answers...in a series of e-mails with the director of Radio Apintie I was informed that the shortwave transmitter is off the air and they do not intend to reactivate it.

March 21, 2019 on 4,990 kHz was the last reported logging so far as I can tell from research.
Apintie was heard from an KiwiSDR in Brazil pretty much all night during that period.
If anyone has anything newer, I would appreciate knowing about it. Thanks!

If you have a smartphone (I don't want to be presumptive), go to the app store and download the free Skywave Schedules app.
This will give you a pretty current database of shortwave stations and is very user friendly.
